Do: Washer under the head, in through the frame's front wall, the face away from the extrusion, into the arm's insert, until the arm is drawn up to the wall and the screw is snug. Step 07.5 sets it.
Check
Snug, not torqued (not specified — snug). Head flat, washer captive.
What you're looking at
Manual p.71: the M3×40 tensioner and its washer through the B idler frame's front wall into the arm's insert, mirroring the A idler.
